Joint Working Group on Class Recording

The Joint Working Group on Class Recording was established through a Letter of Understanding in the 2022-2025 Collective Agreement (Appendix Q, page 218). The group is tasked with exploring the opportunities and challenges associated with classroom lecture recording at UVic. Its work has been grounded in a commitment to supporting high-quality teaching and learning experiences while aligning with broader institutional goals of accessibility and inclusion, as outlined in the UVic Accessibility Plan and Equity Action Plan.
Following a comprehensive review of current practices and infrastructure, the Working Group has submitted a final report and set of recommendations to the Vice-President Academic and Provost in April 2025. As per the Letter of Understanding, the Provost has six months to respond to the recommendations and may bring forward related academic policy proposals to Senate.
Working group
The Joint Working Group on Class Recording was established in November 2024 to explore and make recommendations on classroom recording.
Mandate
The mandate of the Joint Working Group on Class Recording was to examine the opportunities and challenges associated with classroom lecture recording at UVic. As part of this work, the Working Group reviewed the results of the Fall 2022 Instructor Survey on Lecture Recording and conducted a new, updated survey in 2025 to identify emerging themes, concerns and best practices related to classroom recording.
The Working Group was tasked with considering where and how classroom recording may be appropriate within UVic's diverse teaching contexts and with identifying the potential limitations and impacts of recording on pedagogy, academic freedom and student engagement. As part of this work, the Working Group evaluated the exsiting technological infrastructure and support systems required to implement classroom recording more broadly and effectively.
A key deliverable of the Working Group was the development of recommendations, including proposed guidelines that could inform a future university framework on classroom recording, while supporting UVic's broader commitments to accessibility, inclusion and high-quality teaching and learning.

Process
The Working Group undertook a multi-phase process that combined research, consultation and institutional analysis. In the early stages, the Working Group reviewed the 2022 Instructor Survey on Lecture Recording and conducted an environmental scan to assess existing lecture recording infrastructure at UVic, including the availability and functionality of classroom technologies, as well as the support services in place for instructors. This environmental scan informed the development of an updated Instructor Survey on Classroom Recording that was distributed in January 2025.
The Working Group analyzed the survey results in February 2025 and integrated the findings with the results of the environmental scan to produce an internal report. This analysis formed the basis for a final set of guidelines and recommendations, submitted to the Vice-President Academic and Provost in April 2025.

Next steps
The Working Group has concluded its mandate. The Vice-President Academic & Provost is reviewing the submitted recommendations and will respond within six months, as per the Letter of Understanding. Any resulting academic policy proposals will be brought to Senate for consideration.
